Top Health Policy Think Tanks

The Think Tanks and Civil Societies Program at the University of Pennsylvania has annually ranked the top global and domestic public policy think tanks for the past five years. As the first step in developing the rankings, researchers contacted all 6545 think tanks in the world seeking their nominations for the think tanks that produce the most “rigorous and relevant research, publications, and programs in one or more substantive areas”. Expert panels helped develop detailed criteria used for the nomination and ranking process.

The U.S. leads the world in the number of think tanks – 1815 of them – followed by China with 425.  Worldwide and across all disciplines, the Brookings Institution topped the think tank rankings.

The top ten global health policy thinks tanks ranked were:

  1. Harvard School of Public Health, Dept. of Health Policy and Management
  2. Brookings Institution
  3. American Enterprise Institute
  4. RAND Corporation
  5. Urban Institute
  6. Cato Institute
  7. Johns Hopkins Bloomberg School of Public Health Research Centers
  8. Kaiser Permanente Institute for Health Policy
  9. Fraser Institute [Canada]
  10. Council on Foreign Relations Global Health Program

The top five domestic economic policy think tanks rankings were:

  1. Brookings Institution
  2. National Bureau of Economic Research
  3. Cato Institute
  4. Peterson Institute for International Economics
  5. Heritage Foundation
